Information Update – Safety & Security Declarations, UK Imports

We would like to take this opportunity to remind our customers that Safety and Security declarations by HMRC were implemented on 31‌‌‌ ‌‌January 2025. Without exception, all EU imports into Great Britain will require Safety and Security declarations.

The Safety & Security system is a risk management tool used by UK Border Force to evaluate potential threats posed by goods crossing the border. Safety and Security declarations support the fight against illicit goods such as drugs and weapons entering the UK and make sure legitimate goods aren’t stopped for unnecessary checks.

So, from now on …

  • Safety & Security (S&S) declarations form part of the broader customs process.
  • Pre-arrival Entry Summary (ENS) and pre-departure declarations are submitted before goods enter or exit a customs territory. (This information enables authorities to assess the safety and security risks associated with the goods.)

UK Border Force uses these declarations to:

  • Facilitate the movement of legitimate goods while identifying potential threats, such as drugs or firearms, before they reach or leave the border via air, sea, rail, or road.
  • Issue a “Do not load” directive for shipments that are prohibited from being loaded onto vessels bound for Great Britain.

S&S requirements are already applicable to most goods entering Great Britain from non-EU countries.

Every import will require a separate S&S GB declaration before goods depart the EU, in addition to the existing requirement for a separate import entry. Otherwise, there could be potential delays and penalties.
